The COC document was produced through tripartite discussions between three parties: the government (through the then Ministry of Labour and Manpower), representatives of the Malaysian Trades Union Congress (MTUC), and representatives of the Malayan Council of Employers\u2019 Organisations.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\"><span class='highlight'>The COC was created as a guide and reference <\/span> for employers, employees, and trade unions in handling industrial relations issues and employee management in the workplace.
