text-align: center; font-weight: bold;\">Section 13 (Collective Bargaining) EMS Module<\/h2>\n\n\t\t<\/div> \n\t<\/div> \t<div class=\"vc_empty_space\"  style=\"height: 40px\" ><span\n\t\t\tclass=\"vc_empty_space_inner\">\n\t\t\t<span class=\"empty_space_image\"  ><\/span>\n\t\t<\/span><\/div>\n\n\n\t<div class=\"wpb_text_column wpb_content_element  justify-content-center text-black\">\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p style=\"text-align: justify;\">Collective bargaining is a process of collective negotiation between an employer or an employers\u2019 trade union and a workmen\u2019s trade union to reach a collective agreement.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">Either party, whether the employer\/employers\u2019 trade union or the workmen\u2019s trade union, may invite the other party in writing to commence negotiations.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify;\">There are two (2) circumstances that may lead to a dispute during the collective bargaining process:<\/p>\n<p>&nbsp;<\/p>\n<ol style=\"text-align: justify;\">\n<li style=\"list-style-type: none;\">\n<ol style=\"text-align: justify;\">\n<li>Refusal to commence collective bargaining, involving either the first collective agreement or the renewal of an existing collective agreement.<\/li>\n<li>A deadlock in collective bargaining, where both parties fail to reach a mutual agreement on the disputed articles within the collective agreement.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n\n\t\t<\/div> \n\t<\/div> <\/div><\/div><\/div><div class=\"wpb_column vc_column_container vc_col-sm-2\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\"><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><\/div><div      class=\"vc_row wpb_row section vc_row-fluid  grid_section\" style='background-color:#f1fbfe;
